Prosper Recruitment are working in partnership with Tier 1 Contractor are looking to employ a confident and motivated Development Control Engineer Highways to join the Highway Asset Management Team to work on their North East Lincolnshire Contract. This vacancy is in the Facilities Management Operating Unit of this Main Contractor who are business partnering with local councils where some of their specialisms include: Transport, Road Safety, Traffic Regulations, Sustainable Transport Planning, Street Lighting & Traffic Signals, Highways Inspections, Bridge Inspections, Drainage & Flooding and Environmental. Purpose of the role: The Development Control Engineer - Highways will assist and support the delivery of new development affecting the highway, ensuring that North East Lincolnshire s transport network can be used by all in a safe and timely manner, and is protected as a valuable resource for the future. The post holder will develop, promote and secure the Councils transport objectives through the assessment of development proposals. The post holder will provide impartial advice and support to the Local Planning Authority, developers and their consultants, and other third parties to secure new development infrastructure, and manage the implementation of such infrastructure through the technical and engineering assessment of developer design and construction submissions, secured by appropriate legal highway agreements. They will ensure that NELC meets its statutory obligations as the Highway and Local Transport Authority. Key Accountabilities: To assess and comment on all aspects of design associated with the new highways layouts and engineering improvements submitted as part of the planning process in relation to their suitability for agreement/adoption under the highways act. To liaise with colleagues and provide advice to developers, engineers and contractors to ensure the best outcome in relation to detailed designs concerning highways geometry, surfacing street lighting maintenance and drainage, to ensure adoptable standards are met. Be creative and innovative throughout the design and construction process investigating problems and proposing and negotiating solutions that are technically feasible for the effective delivery of highway infrastructure and improvements Be creative in adapting experience and knowledge to new situations and projects. Innovation is required to exploit technological advances in plant, materials, and construction techniques, and advise on the application of them for the benefit of all parties. To advise developers on implementation, construction and adoption of new, and improvement of existing highway works relating to development including inspection and approval. Provide timely advice to developers and colleagues in respect of highway development management aspects of new development proposals. Carrying out technical reviews of Section 38 and Section 278 submissions, and managing technical acceptance, provision certificates and final certificates processes. Calculate Bond and commuted sums required for each development scheme. Oversee and inspect the construction of new highways, serving development delivered as part of formal S38 and S278 and S106 agreements. Undertake sites inspections to ensure that works have been delivered in accordance with the approved drawings and specification for the development Supervise the adoption process for major and minor developments involving the transfer of measured as-built information from site surveys and design drawings into schedules and asset systems, including whole life costing and life-cycle planning Ensure that all necessary information required to update the highway asset management systems for new and improved highway infrastructure is captured during the life of each project, and that the delivery of ongoing service inspections, maintenance and life-cycle planning for that infrastructure is properly established. Develop and implement systems of working to ensure efficient delivery of these services. Adapt experience and knowledge to situations and projects new to the service Embrace the need for change and constantly seek new ways of working to improve efficiency Manage and prioritise conflicting work demands to ensure effective delivery of service priorities Work is office based but site visits are required to live carriageways, remote rural locations, alongside open watercourses and construction sites where a consequent risk to the post holder is identified and a degree of mobility is required. Attendance at meetings with developers and the public, where there may be a risk of verbal abuse. Ensure that proposed development works affecting the public highway are undertaken in a safe manner having regard to highway network conditions within the borough. To provide timely specialist technical advice to, senior management, and other professional teams/working groups and the public on allocated projects and services. To ensure that the relevant polices, and guidance in relation to development construction agreements are kept up to date and accord with the current policies. To ensure that accurate financial information (including forecasting) is provided in relation to ensuring the services business objectives are met. Keeping up to date with changes to statutory processes and design standards Liaising effectively with planning, legal and engineering colleagues Instructing legal colleagues on Section 38/Section 278 agreements Provide technical assistance to the Manager and other Team Members Undertake such other duties as may be reasonably expected at this level. Provide advice, negotiating with Planners, developers, their consultants and third parties and compile agreements, with the support of legal services. Contribute to public consultation exercises and present advice on technical matters in a manner which the general public can understand. Undertake the duties of highway network manager s Representative responsible for the oversight of civil engineering contracts and monitoring of site works ensuring works are delivered to the specification and in accordance with the approved drawings and agreement Contribute to the roles and responsibilities set out in the Construction (Design and Management) Regulations to ensure that projects are safe to construct and use, commensurate with the grade of the post Ensure that data is complete, accurate, timely, relevant, verifiable and fully evidenced in order to withstand external scrutiny and inform future service delivery in accordance with the Data Quality Strategy Ensure excellence in the delivery of services to customers Keep abreast of new legislation and best practice and implement change as required Comply with the Company s and North East Lincolnshire Council s policies and supporting documentation in relation to Data Protection, Information Security and Confidentiality Be aware of and implement health and safety responsibilities as defined in the Health and Safety policy and procedures Support the delivery of the Company s corporate and local objectives Qualifications or Required Experience: Essential Qualified to HND / HNC (or equivalent) in Civil Engineering or relevant associated discipline Have least five years relevant experience in Highway Maintenance / Civil Engineering or relevant associated discipline Knowledge and experience of highway construction methods, maintenance treatments, materials and equipment. Knowledge of highway asset management systems Supervisory experience Understanding of Health and Safety legislation and good practice relating to highways and construction. Budget and project management skills which are essential to ensure the effective delivery of the service with limited resources The ability to resolve problems which is essential in dealing with the often conflicting demands of statutory bodies and services and user groups Excellent communication skills Flexible to meet the needs of the service Experience and ability to effectively use IT including databases and Microsoft Word Excel Outlook and Teams Effective communication skills with the ability to present complex information in a clear and concise way, both verbally and in writing. Building and maintaining effective relationship with customers, partners, communities and citizens. Adaptable to change and new ways of working Ability to plan, prioritise and organise own work to meet deadlines Desirable A degree in Civil Engineering or relevant associated discipline Incorporated Engineer Knowledge of local authority highway services, including the relevant legislation and regulatory framework for the provision of highway services. Knowledge of procedures for collecting and managing data for the whole life management of assets in the highways and transport sector Post-qualification experience of highway design and construction Experience of asset management in highways and transport environment, and the use of highway asset data management systems Experience of providing expert highway advice to professional services Experience in the management of projects Experience in making decisions which may involve difficult choices or considered risks. They should be able to make decisions based on relevant information. Experience of working within local authority or the outsourced services industry would be an advantage
